Bill has spent most of his career as a code enforcement professional beginning in 1984. He served as the Building Official for Perry Ga. from 1991 - 1996 before returning to Macon as the Director of the Bureau of Inspections & Fees where he served for ten years. In 2006 Bill took a position with AGC Georgia to advance the organization throughout the state, and has been the boots-on-the-ground person for workforce development.

Bill served ten years as an officer for the Building Official Association of Georgia including President in 1996 - 1998, receiving the Building Official of the Year award in 1997. During that time Bill served on BOAG's legislative committee, many years as the chairman, monitoring legislation at the Capitol, and working with legislators to advance the code enforcement industry. Bill also served ten years on the States Code Advisory Committee for the Georgia DCA, serving as Vice-Chair before joining AGC. Throughout his career Bill served on numerous committees with the Southern Building Code Congress and the International Code Council. Most notably, Bill was appointed as one of five to chair a committee, a process that developed the first working draft of the International Building Code.

While at AGC Bill has worked to develop workforce development alliances in central, south, southwest, southeast, east and west central regions in the state. These alliances bring together industry and educators to address problems and find solutions to strengthen construction programs in high schools and technical colleges. Bill also serves as Chair of the Bibb County CTAE Advisory Board, Savannah Tech Advisory Committee, and works closely with high school and technical colleges around the state.

Bill graduated from Monroe Academy in 1973 and attended Middle Georgia College majoring in pre-engineering.

Bill has been married to his wife Debora for 37 years. They have twin sons Jonathan and Joshua born in 1987, and proud grandparents of Jonathan and Julia's twin boys Josiah and Jacob born April 11, 2014. Julia and Kendra both teach in the Bibb County school system.
